World Bank requesting expression of interest of firms and NGOs to extend the required services for two projects planned and financed by the bank in Fayyoum and Sohag Governorates each for completion in 6 months with the expected approximate level of effort put at 12 persons/ month each. The first pertains to the design, bottom up of a so-called Participatory District Level Planning, methodology and process, also applying/ testing it on a representative sample in both governorates districts. The planning will be achieved through a combination of mapping of existing infrastructure & social services [on the basis of the existing Ministry of Local Development/ UNDP data] and participatory workshops to identify further needs with stakeholders. Process used should involve local popular council, civil society, and traditional leaders and use a minimum amount of resources to be of guaranteed replicability: The GOE should be able to use the method to extend district level planning to other governorates using its own resources. Two products are expected (i) a local development strategy for a representative sample of districts, with a first year action plan and budget, (ii) a documentation of the method & process, including training needs, that the GOE can use as guidelines for planning in other districts. The second pertains to the Economic Development for rural areas in both governorates - A strategic planning exercise. That would entail (i) An assessment of the potentials for income generation in rural areas on the basis of existing resources/ endowments and market opportunities, (ii) Indication of constraints & (iii) The interventions required to alleviate the constraints & take advantage of the opportunities. That would combine analytical & desk work with a participatory process involving local popular councils, civil society, private sector & governorate officials in all phases of the formulation. Three products are expected (i) A strategy for rural economic development in both governorates, (ii) Through a learning-by-doing process, improved capacity of executives & stakeholders to think strategically, (iii) A documentation of the method & process. Interested firms/NGOs are requested to provide information indicating that they are qualified to conduct the work [brochures, description of similar assignments, availability of appropriate skills among staff, experience in the two governorates, etc.). A firm/ NGO will be selected in accordance with the World Bank procedures. The selected firm/ NGO will prepare a combined technical & financial proposal on the basis of detailed terms of reference.
