US AID is soliciting eligible & qualified architects & firms from West Bank, Gaza, Egypt & Jordan for a courthouse building project in Gaza, financed by the AID. Bidders must be classified by & hold a valid classification certificate issued by the Engineering/ Architecture Syndicate or a local equivalent to submit a design portfolio illustrating projects presentative of their constructed work in courthouses or other public facilities design. The United States Government, represented by the United States Agency for International Development (USAID) in co-operation with the Palestinian Authority, will contract for the design & construction of a modern state of the art courthouse in a prominent location in Gaza City. The new building is aimed to reflect the institutional importance of the judicial system in a democracy, facilitate access to justice & enhance citizens’ respect for the judicial system. The construction of the courthouse is also intended to increase public perception of order & is expected to serve as both a deliberate effort to elevate the status of the law & as an incentive for other reforms in the Palestinian Authority. The courthouse should also reflect appropriate Palestinian architectural heritage & serve as a visible manifestation of the Palestinian Authorities efforts to build democratic institutions. Interested parties should note that USAID Architect/ Engineering services selection is based on proven expertise of the bidder in successfully completing comparable works. Cost is not a relevant criteria during the initial selection of the firm. The solicitation documents referred to be low (SF330) provide a format for bidders to submit information about their organization & specific details about comparable projects completed by the firm. This solicitation is not a design competition. Attendance at this meeting is mandatory for any prospective bidder. The completed A/E selection documents must be hand delivered to the USAID West Bank & Gaza Office of Contracts Management no letter than 3:00 p.m. August 19, 2005(Jerusalem time). |
