The Partners for a Competitive Egypt (PfCE) project, on behalf of the United States Agency for International Development (USAID) - Egypt, is issuing a Request for Expressions of Interest from qualified NGOs to initiate a competitive bid process for an upcoming Request for Proposals (RFP) which shall be released within two months to provide services related to the Educational Technology in Schools (Ed. Tech) program. Only organizations that pre-qualify, according to the criteria outlined in this notice, will be invited to bid on the RFP. Partners for a Competitive Egypt (PfCE), implemented by Pal-Tech, Inc., is a USAlD-funded project designed to improve the competitiveness of Egypt's workforce. The Educational Technology in Schools program (Ed. Tech) is currently working with Egyptian schools to provide teachers and administrators with the necessary tools and resources to educate a new generation of computer literate students. Ed. Tech is a demonstration project resident in 14 schools, affecting approximately 25,000 students in 7 Governorates around Egypt. The project aims to introduce technology-enhanced student-centered learning into the classroom. This is accomplished by: 1. Training 2,000 teachers and administrators in IT skills and integration. The training emphasizes classroom management techniques, which encourage collaboration, project-based learning and authentic assessment techniques. 2. Installing a network of 7,500 personal computers (PCs) into the schools, connecting the schools to each other and the Internet through a centralized Applications Services Provider model. The model provides all of the schools' network services and needs through an array of servers that push the services to the schools over long-distance high-speed network links. 3. Creating an online portal called the Educator's Resource Network (ERN) with teacher-developed lesson plans, collaboration tools such as e-mail, facilitated chat, bulletin boards and technical support. 4. Supporting schools and the overall program to build sustainability through a legacy Institution. Community Learning Centers and other means of expansion and cost recovery. The Ed Tech program also assists the Egyptian government and USAID to build community awareness, acceptance, and expertise in student-centered learning and information technology for students, teachers, parents, and community members. The purpose of this advertisement is to identify an Egyptian NGO, which has the ability to provide services under a subcontract to PfCE related to sustaining Ed Tech operations when the USAlD-funded project held by Pal-Tech Inc. concludes. Qualification Criteria: To qualify for this solicitation, the NGO must meet the following criteria: 1. Minimum of 10 years experience working in the K-12 education system including outreach and training to teachers, schools and/ or libraries. Such experience must include programs that enhance, and are aligned with, the current Ministry of Education (MOE) curriculum. This experience shall also include technology-related education programs. Established working relationships with MOE officials demonstrated by active participation on committees, commissions or other bodies related to decision-making and information gathering sponsored by the ministry. This can include participation by the applicant NGO's board members. 2. Experience in providing technology - aided access to educational resources to the public. 3. Experience in managing funds from a variety of sources including the Government of Egypt, international donors and the private sector with program expenditures of L.E. 500,000 or more. 4. Documented financial, management and personnel systems in place which support a variety of activities related to education and community development and which can qualify for subcontracts, grants or other funding mechanisms under USAID regulations. 5. A mission to support education and community development in Egypt. Prequalification Process: Interested NGOs shall submit the following to the PfCE project office no later than March 24, 2005 at 4:00 PM to Hala Zoghby, Internal Customer Service Director, 48 El Nasr Street, Suite 500, New Maadi, Cairo, Egypt: 1. Brief descriptions that demonstrate the respondent meets each requirement listed in the above criteria. For example, to demonstrate experience with working with the MOE, the organization shall provide a copy of protocols. Memoranda of Understanding or other official documentation defining the relationship. Donor evaluation and/or performance reports shall be included to document donor-funded initiatives carried out by the organization. 2. Contact information and biographies of the NGO’s Board of Directors, which highlight experience, related to this subcontract. 3. NGO budget for the past three years, including identification, of the sources of funding. 4. Most recent financial audit report of the NGO. 5. Mission and vision statements of the NGO, bylaws and other related governance and management structures including an organization chart and biographies of key personnel in the organization, whether salaried or volunteer. 6. Relevant past experience with references including contact information of customers who can attest to the organization's ability to perform work of this nature. PfCE may invite interested organizations that meet the criteria above to respond to a formal solicitation. |
